Overview of the Year:

Appointments:

The usual names were submitted for approval to the various positions. A. Greenfield and C.R. Robinson (by the Reeve) were appointed as auditors for the year. John Ogilivie, a carpenter at 5 4th St. and J. Jackson? were appointed to the Board of Health. H. W. Brooks of Brooks and Couch at 96 Bronson St. was appointed as the Assessor for 1906 at a rate of $75. An interesting appointment was R. M. Saunders, a contractor living at 15 William St. as foreman for public works for the village at $50/month. As can be seen from the election results, Saunders was also on the council and this may have led to conflicts of interest. George Patterson, an ex-councilor was given the task of Tax Collector for the fee of $85/year with a $500 bond required. William Rhomhild remained as the village constable for the first part of the year and then was replaced by William Higgins, a bottler living on the north side of William St.. Higgins was also appointed as the foreman for the village later in the year replacing Saunders – it appears that he was multitalented!

Communications:

Council minutes record several letters sent and received during the year. These include:

  • Clerk notified the Grand Trunk Railway of a dangerous crossing at Main St., gates to be required, large snow piles and unnecessary whistling of trains;
  • a letter was received asking council to appoint a truant officer – tabled;
  • Clerk sent letters to: the Minister of Railways regarding a new bridge for the village (Pretoria?); the Ottawa Electric Co. for car service in the village; and the Improvement Commission to beautify the village side of the canal;
  • a letter of bereavement was sent to Councillor Cain;
  • The Silicate Brick Co. with offices on the north side of East Ave. was notified about a nuisance of smoke and cinders;
  • Clerk wrote to the Ministry of Railways and Canals requesting information regarding the plans of the Canadian Northern Railway in the village;
  • The Ottawa and Gloucester Road Company was notified that taxes cannot be revised.

Public Works:

This year saw a marked reduction in drain and sewer activity compared to the last. For the first time the term "granolithic" is mentioned in the minutes of council. This refers to a mixture of granite aggregate (although not exclusively granite) and ordinary Portland Cement which can be used in thin layers for such construction as sidewalks. Later in the year there were petitions specifically requesting this type of sidewalk, the cost of which would be paid for by the individual ratepayers.

The various public works activities included:

  • gulley grates to be constructed on Main St. opposite Mr. Albert J. Spenceley, a blacksmith at 121 Main St.. Council formed a 2-man committee to decided the location;
  • Petitions were received for:
    • a sewer on 3rd St. tenders called
    • Mr. Bower? wanted a sidewalk
    • drains on 2nd and 7th Streets
    • granolithic sidewalk on 7th St. West – granted
    • sewer on Main at Cedar St.
  • Tender received from Gustave Lemke for breaking 35 tons of stone at $3.75/ton;
  • Clerk was to prepare a bylaw for installing granolithic sidewalks and get more information;
  • In July there was much discussion to find a means of draining the east end of Victoria St. and Ella St. owing to the fact that the main drain on Main St. was not deep enough. The Reeve was authorized to request permission from Mr. O’Dell (brickworks on William St.) to lay a 9 inch pipe across his property to solve the problem;
  • a granolithic sidewalk was approved for the south side of William St. from Main to Lot 9;
  • Reeve and Fire Chief were authorized to purchase 2 nozzles, 3 rubber coats, 3 pairs of rubber boots and build a shelter to house the reel;
  • Tenders for rubble stone were received as follows:
    • J. L. Leduc - $4.50/ton –accepted
    • S. Gurset- - ? - $6.00 "
    • Alex Morin - $4.75 "
    • R. Foster - $4.50 "
    • A. Thibeault - $6.00 "
  • 60 tons of stone ordered.

Waterworks:

The water rates for the village to June totalled $450 including the water and fire hydrants. In September the Ottawa East Water Co. applied for a lease of property for a pump house on the Concession Line (Main St.?) at a rate of $1/year. This was agreed under the condition that it be moved if the property was required for traffic later on.

Board of Health:

Again, as with the previous year, there were no references in the minutes to BoH accounts. Possibly these matters were now covered by separate minutes which no longer exist.

Council Motions, Policies and Bylaws:

Some examples of council’s concerns included:

  • Reeve was to obtain insurance for the town hall;
  • Bylaw to allow for 1905 taxes not collected;
  • Agreement to purchase the maps of the village from the engineer N. J. Ker for $100;
  • A public meeting to be held concerning the crossing of railway. This was an ongoing concern with village residents who had tried for years to force the railway companies to provide easy access across the tracks;
  • Meeting was authorized to discuss the crossing of Hurdman Road. An agreement was signed with the Ottawa Lumber Co. on the conditions that: only horses (no locomotives) would cross; the company would maintain the crossing; and be responsible for any damages.
  • Reeve authorized to obtain a draft of $3,000 from the Bank of Ottawa;
  • Bylaw for all persons hawking, peddling or purchasing rags, bones or bottles. The yearly fees included:
    • 1 horse or team wagon - $10
    • pushcart - $5
    • rag purchasers - $5
    • carrying a basket - $1
  • Bylaw was passed governing the location of wood yards, and coal sheds in the village. There was a concern about the potential for a fire hazard. The location of such activities now required unanimous consent of council and that existing yards and sheds could be forced to move. The fine was $50 to $100 for each case;
  • With the above bylaw in place, council authorized the erection of a coal shed by J. T. Ballantyne. There had been opposition to this with a petition from A. Fulton of 120 East Ave. and others. The conditions for approval required that: the south and west side of the shed be sheeted with dressed lumber and painted; openings only on the side facing the tracks except one in the southwest corner; and the building must be kept in good repair;
  • Clerk’s salary was increased $50 for the year;
  • Clerk was authorized to obtain the necessary papers to open William St. – these were the legal papers to force the railway company to provide a crossing.

Court of Revision:

Again this year the Court of Revision was very active with several large owners and operators in the village requesting a lowering of their respective tax rates. The Grand Trunk Railway (assessed at $100,000) and the Bell Telephone Company were denied revision. Developers such as W. Lees with extensive holdings on William St. submitted several lots for reconsideration.

The nomination for the next council was held on December 31, 1906. The election took place on January 7, 1907 with voting from 9:00 AM to 5:00 PM at two polls in the village
